The Award was established by virtue of Cabinet Decree no. 17 of 2006, dated 17 Rabi II
1427 A.H. corresponding to 15 May 2006 A.D.

as a crowning to UAE's nationals from writers, researchers and artists in all cultural fields and an appreciation to their achievements serving the UAE and adding fruitful productions to its history.
This Award is granted to a group of creative persons in the said fields in order to provide, by way of encouraging and appreciating them, future generations with the fertile soil for success and excellence and to develop the mechanisms and quality of creativity in all works they provide.

The creative person himself may apply for the Award. Any cultural, scientific or educational establishment may also nominate whoever it may deem appropriate.
A Higher Committee for the Award shall be formed in order to, in turn, form assessment juries on an annual basis, follow up the activities of such juries which shall choose, from amongst applicants and nominees, those persons deserving honoring and appreciation for all what they have achieved throughout their lifetime.
Awards shall be delivered during a great ceremony to be held on the occasion of the UAE's National Day and attended by His Highness President of the State who shall, during such ceremony, reward those creative persons with all pride and appreciation.
